Call to Order
The meeting was called to order by HOA President Sidney Bonte at 7:03pm.
Attendance: Sidney Bonte (President), Charlie West (Treasurer), Dennis Funk
(Secretary), Perry Anderson, Darla Anderson, Jim Simonds, Shirley Bell, VJ Chin,
Sharon Funk, Thomas Thompson, Gretchen Theil, Dolores Travers, Barry Vitcov,

- Sign-in
- Contact Information - we are still seeking contact information from quite
a few homeowners.
Reports from Officers
Treasurer - Charlie West
- The handover was somewhat pleasant with the information comprehensive and
in a manageable format.
- The financial books look very good.
- The P.O. Box is up and running as is the email dues reminder system.
- The amount owed to the HOA has been reduced significantly due to emails
and letters to homeowners.
Secretary - Dennis Funk
- The website is operational. We always need information and news.
- Working on the watering of landscape to reduce water use and to ensure plants
are adequately watered. Looking into changing the common area plants to drip
instead of sprinkler.
President - Sidney Bonte
- To Do List is about 75% complete
- Working on CC&Rs and Bylaws
Unfinished Business
Emergency Plan - Dennis Funk
- The plan is in the works. Tony Trouse has offered the use of his garage/driveway
as a meeting place in case of a flood caused evacuation. Kevin Calkins and
Dennis Funk are trained CERT representatives and it was suggested that others
go through the training.
- It was suggested that we set a frequency for our walkie-talkies so we can
communicate in an emergency
- It was suggested by the homeowners that we establish a phone tree for emergency
purposes
Developer's landscaping obligations
- Russ Dale has been contacted regarding fixes
- We need to reduce the list to items that are structural or installation
issues.
Revised CC&Rs and Bylaws
- Concerns were raised by the homeowners regarding enforcement of existing
regulations
- We need to be careful to enforce them from the start and not set a bad precedent.
- A letter to violators was suggested. This could follow a first email contact.
- A summary version of the CC&Rs was suggested due to the fact that they
are voluminous and hard to read.
- It was suggested that as new homes are purchased in Riverwalk that an automatic
Lien is placed on each lot, remaining at zero as long as dues and/or penalties
are up to date.
General Comments
- What are the values we really care about and want to see maintained in
our community? What about indoor furniture on the front porch?
- Keep the parking strips clean
- Get the knickknick looking better. Replant where it has died.
- Some areas not getting enough water.
New Business
Finances
2007 Budget
- Charlie West proposed the 2007 Budget - see below. Dennis Funk made a motion
that the budget be accepted, Sidney Bonte seconded the motion, and the proposed
2007 Budget was adopted.
Reserve Study
- A Charlie West proposed a Reserve Study document (see below) that projects
what it will cost annually to replace physical items in the common area, mainly
landscape watering equipment.
- It was recommended that we do the same for trees, sod, chips, etc.
- Dennis Funk made a motion that the study be accepted, Sidney Bonte seconded
the motion, and the proposed Reserve Study was adopted.
Homeowners Dues Collection Policy
- Charlie West presented a proposal for the collection of HOA dues - see
below. After discussion about the various components, Dennis Funk made a motion
that the Policy be accepted, Sidney Bonte seconded the motion, and the proposed
Homeowners Dues Collection Policy was adopted.
Landscaping
- Access to homeowners irrigation timers
- Front lawn watering schedule
- Should be adjusted so that no watering is done Tuesday after 8:00am
- Front lawns can be watered as early as Wednesday afternoon
- Front lawns will not be mowed if
- They are too wet or too dry
- Large articles are left on the lawn (slip and slides, etc.)
- Front porches with excess clutter will not be blown off
- Homeowners are responsible for their flower beds
Other Comments:
- Concerns were raised about the new lawn maintenance folks
- The rider mower has scalped some areas where there are slopes
- There needs to be some fertilizer applied to the lawn.
- Debris needs to be blown off the day they mow, not the next day.
- There is still concrete that was broken during construction. Dennis Funk
will contact Russ Dale with the list.
Volunteer Effort
- Needed to help notice current infractions of CC&Rs
- Needed to help establish rules and regulations for the HOA

The Board will meet once every quarter. Everyone is invited to attend the meetings.
They will be posted on the website.
